Tax and Free Zones: Challenges and Opportunities
The OECD’s Global Minimum Tax (GMT) is transforming how free zones compete for investment, reducing the scope for ultra-low or zero corporate tax regimes. Zones must now pivot towards a broader package of incentives ranging from financial incentives to advanced infrastructure and innovation support to streamlined regulatory frameworks, sustainability credentials, and deep talent pool to remain globally competitive. The discussion will also address the strategic implications of the United States withdrawing from the GMT agreement, assessing how this could reshape the playing field and influence investor decisions. Adding to these challenges is a significant shift in foreign trade procedures for cross-border e-commerce. Historically built around the de minimis framework, these processes have been significantly tightened-first by the European Union and more recently by the United States-subjecting small packages to higher taxes and more complex customs clearance. This change demands a redesign of cross-border e-commerce logistics, compliance, and taxation. With over 25 years of experience leading and developing free economic zones, H.E. Dr. Mohammed Al Zarooni is considered one of the world’s top free zone influencing leaders. In 2021, H.E. Dr. Al Zarooni was appointed as Executive Chairman of Dubai Integrated Economic Zones Authority (DIEZ), holding three of Dubai’s pioneering Free Zones, Dubai Airport Freezone, Dubai Silicon Oasis, and Dubai CommerCity.
In 2000, H.E. Dr. Al Zarooni was appointed as Director-General of the Dubai Airport Freezone Authority (DAFZA), which, through his visionary leadership, quickly grew to become one of the top-performing free zones in the world.
In 2002, the Dubai Government appointed him as Vice Chairman and CEO of the Dubai Silicon Oasis Authority (DSOA), one of the region’s most advanced and successful technology hubs. He continues to lead Dubai Airport Freezone and Dubai Silicon Oasis concurrently.
In 2014, H.E. Dr. Al Zarooni was instrumental in conceptualizing and establishing the non-profit World Free Zones Organization. He is presently the chairman of this multilateral organization which acts as an association for all free zones in the world. He is also the Secretary-General of the Dubai Free Zone Council.
A prominent personality in Dubai’s economy, H.E. Dr. Al Zarooni is a member of the Dubai Economic Council. He also sits on several major institutions’ boards, including Dubai Aerospace Enterprise, Emirati Human Resources Development Council, and RIT Dubai Board of Directors, in addition, he is the Chairman of Tradeling Board (a B2B ecommerce marketplace). H.E. Dr. Al Zarooni is an accomplished speaker on free zones and has been invited to address keynotes worldwide at numerous conferences and forums.
H.E. Dr. Mohammed Al Zarooni graduated with a Ph.D. Degree from the University of Durham in the U.K. His doctoral thesis was on “The Position of the Free Zones in Economic Development.”
Umberto de Pretto took up office as Secretary General of IRU in June 2013. He joined IRU in 1995 as Head of Economic Affairs. He then became Policy Coordinator and subsequently Head of Strategy, and was appointed Deputy Secretary General in 2002.
His vision looking forward is that IRU will lead the road transport industry in embracing innovation and ensuring that the industry is ready for the challenges and opportunities ahead.
After graduating from Ottawa’s Carleton University in Political Science and International Relations, he worked as a Legislative Assistant for Ministers and Members of the Canadian Parliament. In 1992, he moved to Paris to take on the position of Head of the Transport Division of the International Chamber of Commerce. Shortly after he was named Deputy Director, responsible for International Commercial Practices and Techniques.
Born in Ottawa in 1961, Mr. de Pretto is a Canadian and Italian citizen, happily married and a proud father of two boys.
Dr. Samir Hamrouni is CEO of the World Free Zones Organization. In this role he reports to the Chairman, Dr. Mohammed Alzarooni, providing analytical assistance and advice on key strategic matters to the organization consolidating this new not-for-profit organization.
Previously, Dr. Samir was employed as Senior Advisor with Dubai Silicon Oasis (DSO), a 100% Government owned free zone that promotes modern technology based industries. Previous to DSO he was at Economic Zones World, EZW, a global developer and operator of economic zones, technology, logistics and industrial parks under the Dubai World Group. EZW’s portfolio includes JAFZA, one of the world’s largest free zones; TechnoPark (TP), a research driven business and industrial park, and Dubai Auto Zone, an industry specific free zone.
Dr. Samir coordinated a multidisciplinary team, which developed for the Dubai Economic Development Department and Dubai Executive Council the “Dubai Medium Term Economic Plan 2012-2016”.
Dr. Samir has served in various posts since he began his career. He was Manager of Research & Development at The Arab Science & Technology Foundation (ASTF).
During 2004-2005, Samir joined the Euro-Arab Management School (EAMS), as Director of Business Development. In 2002, he founded the Barcelona Arab Center, which aims to consolidate Euro-Arab cooperation in the cultural, social, educational and economic fields, and until very recently he was its director.
In 1997, he was working as Research Manager at the University of Barcelona (UB), where he played a key role in the internationalization of research and the establishment of “Parc Cientific de Barcelona” (Barcelona Science Park), a pioneer R+D+I structure (Research + Development + Innovation).
Sachs is widely recognized for bold and effective strategies to address complex challenges including the escape from extreme poverty, the global battle against human-induced climate change, international debt and financial crises, national economic reforms, and the control of pandemic and epidemic diseases.
Sachs serves as the Director of the Center for Sustainable Development at Columbia University, where he holds the rank of University Professor, the university’s highest academic rank. Sachs was Director of the Earth Institute at Columbia University from 2002 to 2016. He is President of the UN Sustainable Development Solutions Network, Co-Chair of the Council of Engineers for the Energy Transition, academician of the Pontifical Academy of Social Sciences at the Vatican, Commissioner of the UN Broadband Commission for Development, Tan Sri Jeffrey Cheah Honorary Distinguished Professor at Sunway University, and SDG Advocate for UN Secretary General António Guterres. From 2001-18, Sachs served as Special Advisor to UN Secretaries-General Kofi Annan (2001-7), Ban Ki-moon (2008-16), and António Guterres (2017-18).
Sachs has authored and edited numerous books, including three New York Times bestsellers: The End of Poverty (2005), Common Wealth: Economics for a Crowded Planet (2008), and The Price of Civilization (2011). Other books include To Move the World: JFK’s Quest for Peace (2013), The Age of Sustainable Development (2015), Building the New American Economy: Smart, Fair & Sustainable (2017), A New Foreign Policy: Beyond American Exceptionalism (2018), The Ages of Globalization: Geography, Technology, and Institutions (2020), and most recently, Ethics in Action for Sustainable Development (2022).
Sachs is the 2022 recipient of the Tang Prize in Sustainable Development and was the co-recipient of the 2015 Blue Planet Prize, the leading global prize for environmental leadership. He was twice named among Time magazine’s 100 most influential world leaders. Sachs has received 42 honorary doctorates, and his recent awards include the 2022 Tang Prize in Sustainable Development, the Legion of Honor by decree of the President of the Republic of France, and the Order of the Cross from the President of Estonia.
Prior to joining Columbia, Sachs spent over twenty years as a professor at Harvard University, most recently as the Galen L. Stone Professor of International Trade. A native of Detroit, Michigan, Sachs received his B.A., M.A., and Ph.D. degrees at Harvard.
Dr. James Zhan is the Chairman of the Executive Board of the World Investment Conference, WAIPA (Geneva), and concurrently, serves as Chief Advisor to the Chairman of the World Free Zones Organization. He is also a senior Fellow associated with the Royal Institute of International Affairs (Chatham House), and a member of the fDi Editorial Advisory Board of the Financial Times.
Dr. Zhan is also the Co-founder and Chairman Emeritus of the United Nations Sustainable Stock Exchanges Initiative; and a founding co-Chair of the Global Alliance of Special Economic Zones (GASEZ). Dr. Zhan also holds advisory positions at leading academic institutions, including Oxford University, Columbia University, Cornell University, and Fribourg University. Previously, he served as academic advisor to centres at Cambridge University and Geneva University.
Prior to this, Dr. Zhan served for 15 years (2008 to 2023) as Senior Director of Investment and Enterprise at the United Nations Trade and Development Agency (UNCTAD), as well as Chief Editor of the UN World Investment Report and Transnational Corporation journal. From 2023 to 2024, he was also the Chief Advisor to the Secretary-General of UNCTAD.
During his tenure at the United Nations, Dr. Zhan provided strategic policy advice to heads of state, ministers, and parliaments across more than 100 developing and developed countries. He led the formulation of the Investment Policy Framework for Sustainable Development (IPFSD), a new generation of investment strategies used by over 150 countries and major regional groupings. Additionally, he founded the World Investment Forum in 2008, leading it to become a premier global platform for investment stakeholders.
His extensive contributions in advisory roles include serving as a member of the Advisory Council of the International Financial Reporting Standards (IFRS). He was also a member of the Global Agenda Councils on Advanced Manufacturing and for Trade & Investment the World Economic Forum.
Dr. Zhan has published over 150 journal articles and book chapters on investment, trade, technology, sustainable finance, and industrial strategies. He also led the preparation of more than 300 publications and reports for the United Nations (with acknowledgements). His expertise is frequently featured in leading global business and economic media, including The Wall Street Journal, The Economist, and Financial Times.
Mr Alok Chaturvedi is a retired career bureaucrat of Government of India belonging to the Indian Administrative Service. He retired as Director General of Foreign Trade, Government of India on 30.09.2019. Post retirement, he is working as Director General, Export Promotion Council for EOUs and SEZs (EPCES), Delhi.
He is a B. Tech in Electrical Engineering from the Indian Institute of Technology, Kanpur and MBA in International Public Policy from the University of Birmingham, UK. He has held different assignments in the Government of India and the State Government of Bihar.
He joined as DGFT in July 2017 and prior to that he was Additional Secretary in the Department of Commerce handling Special Economic Zone (SEZ) Division since June 2016. During his tenure as DGFT, mid-term review of the Foreign Trade Policy was under taken in Dec 2017 and many exporters friendly IT initiatives such as paperless scrips for export incentives, etc. were undertaken. During his tenure as Additional Secretary (SEZ), Department of Commerce, many amendments were carried out in SEZ Rules and related Instructions for improving ease of doing business in SEZs.
He served as Joint Secretary (Infrastructure & Finance) in the Cabinet Secretariat, Government of India from June 2012 handling policy issues related to Infrastructure, Commerce and Finance Ministries.
Mr. Pan Li is the Vice Chairman of China National Association of Free Trade Zones and Export Processing Zones, a national association of special economic zones including all free trade zones, free ports, export processing zones and Customs bonded logistics parks in China.
With over 35 years of experience in industrialization and SEZ development, Li is among the top industry experts in China and held in high esteem across the industry. Being an industrialization advisor to some key African developing countries, Li has devoted himself in recent years in implementation of industrialization cooperation plan among China-Silk Road countries through industrial park (SEZ) development and introducing global industrial transfer.
Angelica is a Colombian lawyer specialized on Corporate Law from Universidad de Los Andes (Bogotá, Colombia) and LL.M from Cornell University (Ithaca, New York) and have education in corporate government from CESA University.
With more than 15 years of professional experience in International Trade, Customs, Foreign Exchange, and International Investments. Currently she is the Director of the Free Trade Zones Chamber at ANDI, previously she was partner at Peña Preciado Consultores S.A.S and had worked for firms such as Brigard & Urrutia Abogados and EY, advising local and foreign companies in corporate projects in international trade and customs planning, among others.
Angelica is co-author of the Colombian Chapter of the Foreign Tax and Trade Briefs by LexisNexis and other publications on Trade and Customs in Colombia and also had been lecturer on the International Trade and Customs in Colombian universities and has participated in several local and international forums.
She has been board member in international organizations such as the World Free Zones Organizations, the American Free Trade Zones Association and UNIDO eco-industrial parks project in Colombia.
